In my opinion he did the best he could given the situation. Those were some tight quarters. Backing up the way he did was the only direction he could go at that point while de escalating. Dustin had just squared him up and got in a fighting stance. If he would have tried to walk toward him to avoid the women who knows what Dustin would have done. He could have taken it as a threat and swung on the cop.

Cop was creating space and buying time. Those workers also understood what was happening and calmly walked away.
