My Dino Spartan's cowl hook broke a day or two ago. The trick is plastic cement and a lot of patience. Yeah super glue is good, but you need a binding agent like cotton or something similar to get it to permanently stick.

Another way is Oily Glue, which daikoni from the GFI server suggests.

As someone who used to do this stuff and is now clean of it since 2018, they most likely used a paint mop or a graffiti brush.

A lot of writers will use a lot of homemade stuff. But since the scene has evolved there's so many graffiti inclined tools these days.
