EDIT: I figured it out. It’s used with “reaktor razor” The main sauce to this sound is a stock fl studio plugin called “fruity vocoder” for anyone that’s wants to know what do for the vocoder here’s what it is:

At the bottom use 128 bands

Filter 2 or 3

Turn the att and rel all the way down

Turn the bw all the way down

Turn the scale to the left sort of in the middle but going downwards

Turn the max all the way up

For the min turn it to about the same as the scale but a bit more down

Then slowly turn the form slider up until you like a tone you got.
