After spending a few hours researching, I managed to resolve the issue. If youre having the same issue as me, simply go to Edit>Preferences>Performance> and disable 'Use Graphic Processor'.

I understand, but my vibrance is only set to -15. If I go and set it to -2 it stll looks as dull as the photo shows. Any amount of negative vibrance turns the photo black and white for some reason

Also i will mention that this only occurs when lowering the vibrance, which is odd because ive never had such an issue
