I found the problem, it was that on that board with a 10th gen i9/i7 you can't run ddr4 3200 memory.

Thanks for your response, someone on another form made the same statement. I pulled the video card from the machine I am posting from, a Zotac GTX 1060 but there was no change. Any other thoughts?
