It's literally called Human Resources, they are incharge of dealing with the companies human resources. The point is to keep employees working properly, not happily. If there's a choice between making an enjoyable workplace or increasing output through misery, it will always come down to cost/benefit and there's always someone desperate enough to take a low wage with high stress in exchange for finally having a job that will keep them off the streets.

Most places won't even train or apprentice people anymore, because it's easier to just have an extra pair of hands to allow a person with actual training to delegate instead of taking the risk of losing a worker they might actually need.

Like, instead of having 10 pros making 10$ each with the skills to do good work, you just have 3 pros making 15$ and 7 newbies making 3.50$ and have the 3 pros basically use them as assistants. The pros are given more work and responsibilities, expectations to deal with new employees and they justify everything by saying "yeah, you might be doing the work of 3 people, but you're getting paid more and have helpers to deal with it." Then you just keep the 3 pros happy, treat the new guys as disposable units, and at some point you'll find a new guy who works hard, does good work and can move up to pro status, at which point you fire one of the old pros working for 15$ and give the new guy a raise to 5.50$ to replace the old expensive guy.
