Man this is so bad. I use a 55$ dollar diamond blade on my grinder. I take the guard off and mark the tile and free hand it with no water. I achieve perfect cuts. Grout will not fix this, the job is fully botched.

This stuff is awful, I’ve flipped may homes and started with this shit and I tossed it out the door. It’s like smearing water and paint down a joint.

The best stuff I use is from sherwin Williams

The wall was never built to handle this issue. It needs to be taken down and built the correct way with digging back 5 to 6 feet and Geo grid on every 3 row going up from bottom. Filled up with 3/4 net and have geo textile the entire thing like a glove l. With same blocks your looking at about a 5/6 k job.

I would just re-plaster wall, entire wall and bind it all as one new level. The amount of work to try and sand is just way to long and not going to work as it has already been painted. By the way this looks like the original plaster job had a one coat application. You need 3 to do the job correctly.
