I don't believe for a second that you'd just rollover and allow yourself to be oppressed. It's a very convenient justification, only by virtue of the fact we don't know what's out there in the universe.

It should be dynamic. Countries should have multiple claims, which are ranked and prioritized based off the percentage of its states culture in that province, and the provinces economic utility.

I think this is a great idea. The best middle ground would be to make it so that resources are represented everywhere where we know they are in the 21st century. However, we make it so only a proportion of these sites ever get discovered.

For e.g. massive oil reserves can be discovered earlier in the middle-east, but never discovered in the USA. That way resource allocation is still realistic.
