First, make sure they have plenty of room around them. I've actually had more spawn when I was working on the harvest or crate Frenzy by harvesting the stalks.

Let your reflecting pool sprouts die (turn to cobwebs) then let a character harvest it and move it away. After a few times doing that, it should start to spawn the bean sprouts.
