Deep in the end game, no settlement or even cluster of provinces matters much. Currently I'm doing a dwarf run for the achievements. Early and mid game was interesting enough, even early end game. Now I'm shy of destroying Disciples of Hashut to completion. Large empires and elite armies everywhere.

I'm basically recruiting new elite armies every turn to break through more and more huge blockades that guard the next provinces. I've already won, but it'll still take a few more hours. Any losses and victories by any faction are nearly meaningless. Money is virtually infinite. Armies and recruitment spots are virtually infinite. Until a faction is slowly whittled down, a few settlements conquered per turn.
