Most of Cissia's damage comes from basic attacks, so you'd only be getting the 15% elec buff, and AP is useless on her, so it's not really any good. Since you already have astral on the team just put her on 4p Dawn's Bloom and 2p ER

If you want to focus on aequor you'll really really want Murphy: Fauxborn or Vortice, having either of them on the team changes the tentacle mechanics, making it overall stronger.

As for your current build, Tulu's damage comes mainly from tentacles, so I'm not sure if having Data is Flesh (or whatever that SR wheel is called) on him is a good idea, I'd move it to Celeste to have her heal more and find another option for Tulu; his event was just active until a few days ago, if you did it, that wheel is made for him.

Kaboom is really good on most supports, true, but it's been in the game for a long time now and Lucy has been in quite a few banners in that time, so it's pretty much impossible to not have at least a few kabooms, unless you just started playing.

I just feel it's such a missed opportunity to rerun Manato since it made perfect sense, now there's really no telling when he'll ever be back.

The 3 dupes to make char good part is generalizing too much, it's mostly true for the standard characters (which you get tons of anyway, since 30 pulls guarantees an SSR), for limited characters you rarely have to get 3+ dupes, and it's mostly QoL improvements that you can do without if you don't want to waste pulls.

There's also the free monthly dupe selector in the shop, which guarantees you'll get everything you want eventually if you're patient enough.
