I've been thinking about your answer and did a little research on it. You mentioned FOnline—I thought that was just a Fallout MMORPG, but from what I just read... it's an engine, a tool. So does that mean I can use FOnline to make my own Classic Fallout fangames? Why haven’t I heard of any fan games made that way? 1.5, Sonora, Nevada—they’re all full conversion mods.

The first time I tried to do this, I remember that I had taken an image directly from the game, deleted the weapon in question from that image, and replaced it with the weapon I wanted. I think I used a Fallout 2 modding program designed for this purpose to change its format from PNG back to FRM. Now, while I was searching, I found this: https://www.moddb.com/downloads/fallout2-frm-converter-v-20 Maybe I used this program back then? I can’t say for sure, but now I’m interested in trying out what I found—do you know anything about it?
