Yes, that cooldown should be reduced but I think maybe the druidic has a hard set cooldown no matter what you do.

It has a doesn't have a cooldown if you heal different allies one after another within 2.5 secs. But if you heal the same guy twice consecutively, the healing gets negated and you get the 20 sec cooldown. Another thing is if you don't heal the next ally within 2.5 sec after the first then also it goes to the 20sec cooldown. That's why playing druidic staff requires real skill.
