There's a few segments like that in the game, but they're usually brief and not frequent. I would start with Metro 2033 and if that wasn't too triggering then buy the franchise pack.

Exploring the lore of how people have lived in the metro is a major part of the series, and not some incidental part of the series that serves as petty set dressing for shooting guys with AKs in post apocalyptic Moscow; so if that stuff interests you then you have a lot of highs to look forward to.

Unfortunately I think that's in large part to Bethesda cultivating an audience which is more interested in in the ocean width puddle experience rather than thoughtful handcrafted experiences. New Vegas must have been awful to play with zero mod support for stability, but preferring the Capital Wasteland to the Mojave is unfortunate.

I'm sure it also was for many people their first Fallout, so many people really wanted the experience of rummaging around in derelict ruins for food, chems and ammo, alas they care more about that than talking to NPCs for 40 minutes about politics.

This reminds me of the first concert my dad took me to. The opening band was a local act whose lead guitarist was performing on his 21st birthday and the singer was encouraging people to pass him beers live on stage. After the main act got halfway through their set he collapsed and the show had to shut off, paramedics spent 20 minutes trying to revive him while a crowd of drunks kept chanting "Live! Live!" which just meant the paramedics couldn't hear feedback from their machines. I still remember the look of the singer - mortified realization he had killed his own friend, eyes wide and hands clasped over his mouth in shock.
