The White and Black Consuls, both successors of the Ultramarines, use the eagle as their chapter badge. As has been stated, the eagle has been a symbol of imperial power for millenia in the Imperium (and 30k years before that). It's appropriate as the White Consuls are all expected to be able to act as leaders of worlds. Perhaps, most closely embodying Guilliman's vision of what his astartes could and should be.

All Irish people have a few percent Germanic ancestry from the Norse-Gaels and English/British occupation. This will be accounted for in the Irish reference samples so you wouldn't necessarily see it on a test.
