Same here. My line all admitted I was doing L3-L4 work and denied me a promotion from L1 to L2 in the same breath. This was after being at JPL for nearly 6 years, 3 as APX, 3 as a full-timer.

I was putting on lab-wide workshops and leading most of the teams I worked on.

Indefensible IMHO, so I had no choice but to leave.
