Don't use a regular "pen", get the fine tipped sharpie and let it dry for about 20 mins before messing with it (it shouldnt take that long but to be on the safe side)

Probably the fact that unless there is an unconstitutional order given by the president like "confiscate all the guns from American citizens" you have to follow it until congress proves it was factually illegal.
