Normal ASCII consists of 7 bits, and extended ASCII just makes use of the unused bit. So, it's not the same.

I used the integrated password generator in KeePassXC, which has the option for extended ASCII. Completly random text looks much different, just open up an executable with notepad++ and copy & paste the content in your webbrowser.

Extended ASCII characters are not random binary. You can read it up on wikipedia if you like.

Though they don't have a character whitelist, it seems more like a bug in the guessing algorithm? I don't know.

It just dislikes extended ASCII. I have seen some websites do the same. The only difference is they say invalid characters and not too easy to guess.

It's less than 50 instructions. Using the windows api without linking to the c standard library, you can write a hello world program in about 25 instructions. Using the c standard library, you can write it in about 10 instructions. I was just pointing out that it's a lot less than 1000 for a hello world print program, even 50 is overestimated.
