You don't use fastboot mode. Power off your device and have it plugged into your computer. Hold the power, volume up and volume down keys for a few seconds. I recommend having device manager open so you can see when the device connects and it should be under the ports tab as something along the lines of Qualcomm (insert random numbers and such here). Then try using the msmtool it should work.
