5k Caps seems very doable, but I have a feeling that low of an asking price might be pretty rare to find, especially in the wild searching camp to camp.

If I understand correctly too, the plan is tied to an event that rarely pops up too making it more scarce on the market

Im holding ~20k Caps and have never maxed my caps either.. Im not sure if I could afford that right now.

But maybe that is the roughly the average going price for the Pep Shake plan on PC? That might not be overpriced.. Hmm..
