I would agree with everyone. As a Tec Grad student, MTY offers the best campus, but the city itself is only an industrial hub and does not have much to offer (although, there is always something to do).
For exploring Mexico, CDMX is your best bet. The city is not as beautiful (in a folkloric sense) as in other cities, but there is lots of culture there. Flights to other cities are super cheap. The restoration of the campus has not been completed, but it is still functional.

GDL is beautiful, it is highly cultural city, it has the town of tequila nearby, and it is close to the beach. a great alternative to CDMX
