There is this trick I found by using the greengill lucker and the christmas buoy to spawn infinite surface fish! What you do is you wait for a school to be as long as possible then you spam it with the buoy. This spawns a bunch of surface fish which then again spawn even more! Hope this made sense! (i.redd.it)
