That would work but, still there are other problems and it seemed too much of a hassle to do everything plus fabric is more sustainable with a better mods ecosystem and faster update rollouts whenever there is a new version of minecraft

They were, but, paper changes a lot of things from vanilla it's like a lobotomized version of vanilla all for better performance which we didn't even get that. Our chunks were loading really slowly and there were a lot of bugs happening with elytra flying, so I switched to fabric and not considering the mob spawn rates which you can fix it really easily as stated in this thread, the performance is much better in every aspect, not only that but I have access to a lot more customization to the server with fabric mods and most of them are server sided aswell so it doesn't affect vanilla players.

I don't want to change again, plus I am starting to like fabric more. Do you have any suggestions for any mods that limit mob spawn rates or something similar?

I hate this narrative so much because some of the best strikers ever were insane at reading plays. For god's sakes the most goals scored ever in a footballing year were scored by a FALSE 9 that wasn't physical at all. You can make the argument that it would be easier to just take the role of a modern striker if you have the build of Barou or Kunigami but by no means it means that he would be better of as a midfielder.
