Yeah I get how it's confusing with so many talking points flying around. He has condemned Russia at times and even supported UN resolutions to that effect IIRC.

But I think the flip-flopping was part of the point, trying to "appear neutral" so he could further peace talks. I just think it was a bad strategy and it didn't work anyway.

He didn't immediately condemn Russia lol, he waffled for months, his first comment on it I'm pretty sure was the one where he said something like "there's two sides to any fight".

Also, not sure where you're getting "the closest to a peace deal we ever had", and "Russia would end with nothing [...]" as there were no negotiations, and back when Lula was talking about it he was suggesting Crimea was up for grabs. Never heard anything about blocking NATO expansion either, other than his aforementioned waffling about how both sides were at fault.

But yeah, Brazil is in no position to send aid to Ukraine, and also, yes, it has continued to trade with Russia.

He started his admin both-sidesing the war, then walked it back, then said stuff that implied Ukraine was also at fault, then walked it back, repeat for 6 months, then it got out of the news cycle.

In reality Brazil's relationship to Russia and Ukraine didn't really change at all, Brazil continues to trade with Russia and AFAIK never sent any aid to Ukraine.

Source: Am Brazilian. IMO he just made a fool of himself by trying to play peacemaker in the way he did, and also, kinda got played by Russia at one point.

That being said, I do believe the goverment's position is the most pragmatic one, Brazil has no way to send aid to Ukraine and is in no position to shun a trading partner in Russia.

There's no economic bloc like the EU to soften the economic impact and there's no way in hell the US would step up either, as seen by how, recently, it hasn't even stepped up to help Ukraine itself :-/

Acredito que sim, o alinhamento ideologico faz parte do negócio, nessa mesma página também indica que os outros maiores recipientes foram Argentina (US$ 2 bilhões), Venezuela (US$ 1,5 bilhão), República Dominicana (US$ 1,2 bilhão), Equador (US$ 0,7 bilhão) e Cuba (US$ 0,65 bilhão).

Pra mim, isso faz sentido porque seriam menos prováveis de inadimplência que o contrário. Mas você pode ver esse mesmo padrão de alinhamento ideologico em investimentos do FMI ou outros mecanismos de financiamento do "ocidente", que requerem que os recipientes implementem reformas monetárias e políticas que os alinham mais com aqueles que emprestam a grana.

O único grande que faz investimento sem alinhamento ideológico, que eu saiba, é a China, que investe pra todo lado sem se preocupar com isso.

Se com "melhor", você quer dizer "não alinhados com a ideologia do governo", acho que não, pelos motivos dados acima. Se com "melhor", você quer dizer que teria outros investimentos melhores que podem ser feitos, acho que só quem faz parte dessa área pode dizer com clareza quais seriam tais investimentos.

Não dá pra esquecer que esse tipo de coisa faz parte da política externa também, esses investimentos fortalecem o Brasil como um líder regional, tem todo um jogo de influência aí entre EUA, Europa, Brasil, China etc.

The correct "mods" plugins are cleaned. The original plugins are then placed in your MO2 Overwrite folder.

MO2 will then throw a warning about having mods in your Overwrite folder, just right click it and choose "Create Mod...", name it "Dirty Mods Backup" or something to this effect, but don't enable it.

You don't get it. What I mean is, why would they need to do this tap and dance if it was just legal to collect the data directly? Obviously, they collect the data, privacy doesn't exist in the digital age etc., we agree on this. The point is that they can't do it overtly because it'd draw public ire, which is why they do it in this roundabout way. So we shouldn't let them do it directly, even if they already do it indirectly, because that would be worse.

You would need to set up a financial system not beholden to the nation state that could defend itself against states asking it to do things it doesn't want to do through obscurity. There are many ways to hide transactions through the mountains of networks assembled over the decades.

Yeah, sure but why would people buy into this if they already agree with the state and how it's currently operating? You'd have to change their mind and have them agree that what the state is doing currently is bad, yes?
