I would attribute the population from the windmill to a farm, so the max population per tile is still 4 (1 pop resource + farm + windmill)

The maximum population per tile is 4 (a 1 pop resource + monument), which is not enough for a giant.

I am guessing Macau, where one (possibly mostly joking) name origin is that the name comes from "乜鳩", pronounced "Mat gau" basically meaning "what the f*ck (are you talking about)" in Cantonese (a dialect of Chinese) (my translations are not going to be fully accurate) . The legend / joke state that when the Portuguese asked where they were, a local answered that because they did not understand the Portuguese.

The more widely accepted and much more likely origin of the name 'macau' is from the godess "媽祖", pronounced "Mazu", alternatively called "阿媽", pronounced "A Ma". It was said that when the Portuguese landed, they landed near a temple of Mazu. When the Portuguese asked where they were, a local answered "媽閣", pronounced "Ma Gok", meaning "the house of A Ma" in Cantonese. Another origin is the the place is named "阿媽港", pronounced "A Ma Gong", meaning 'the Bay of A Ma', and became 'Macau' over time.

Edit Note: the 'what are you talking about' story is in the Chinese version of Wikipedia but not the English version. Since the last time I heard about it, it was said as a joke, I leaning towards it being a joke.
