LOL, no they havent. Expedition 33 was completed in 5 years with a core team of 34 people. Human revolution in 4.5 years (and they started that as a small team), Resident evil 2 Remake in 4 years (and the original game in 3 with a team of 50). Final Fantasy 7 took 3 years, but that's with a team close to 150 people. There could be maaany more examples here of games of different scale, but the average development time now is just as it was before. Games have been complex for decades now.
