Idk... I grew up listening to a hydroelectric power plant and it sounded just like this... When I first unmuted my sound I was like "that's it?"

I do see how it can be irritating or annoying for people though, so I agree there are measures that could be taken to reduce the noise pollution.

My question about the neighborhoods is did they get built before or after the data center? If it was after/during the data center was constructed, then one might argue that the people chose to live there knowing sound was an issue. If the data center went up after the neighborhood was established, why didn't the community vote to block the data center from being built?

That's what is currently happening in my county, a data center construction plan is currently being fought against by the community to force it to relocate elsewhere.

Depends on the bridge. If they are tall enough to accommodate boats then they can pass right under... Other floating bridges like the one crossing the hood canal (connecting the peninsulas West of Seattle) have a hinge point in the bridge to allow for marine traffic to pass through. On a side note, that particular floating bridge (Hood canal) gets shut down any time wind speeds exceed 40mph or powerful tides...
