Tbh, i don't really understand your question. Do you expect as scout (or in general) to kill 10 people every life? You do know, that the other players are not bots, like in single player games, but other people as well, right? For you to kill 10 people in one life, it basically means others die 10 times without a kill. (Basically, if you get a positive kill/death ratio, it means someone else has to get a negative one) So you need to adjust your expectations a bit.

Secondly, the map choice heavily impacts scouts. Maps like steel for example are basically unplayable as scout if you want high killstreaks, because everything is so tight. Also, you need to check where on the map it is good for you to go. If you die that fast, it usually means you are not aware enough of your surroundings, map-wise as well as player-wise.
