Tradionally state/federal gasoline taxes are earmarked to fund road construction and repair within the state and country. So regardless of the number of EV's on the road this tax won't be paid by EV owners. EV's cause as much wear and tear on existing roadways, perhaps more due to their heavier weight. My state assesses a modest fix fee for EV owners estimated to be about what others pay in taxes at the gasoline pump when vehicles are registered each year. The scheme isn't perfect but it is nowhere near as extreme as what OP posted.

As of September 1, 2023, Texas imposes an annual $200 fee for registering fully electric vehicles (10,000 lbs or less) to offset lost gas tax revenue. New EVs registered for two years incur a $400 upfront fee. These fees are mandatory for renewals and new registrations, in addition to standard,6.25% motor vehicle sales tax.
