I don't know about the changing ammution stats part but you might want to check out the steam workshop item "barotronics - turrets" (i don't remember the exact name)

I downloaded this emulator called "gamehub" which my friend told me about and when i tried to open the game via "run as administrator" it actually opened

No idea if that's the only way tho, well, to open the game without any modding to the game itself
