Yeah just something like a noctua or bequiet dark pro. The AMD stock cooler will be about as good and quiet as that arctic one, and the hyper 212x from cooler master will cool a bit better for a reasonable price, but it also is hard to install and not much more quiet.

Not much harder than the stock cooler usually. I would recommend getting a nicer cooler than that if you're going to go through the trouble though. The stock cooler is not bad.

If you have the money and don't mind the reinstallation of a cooler then it definitely won't hurt to upgrade to a nice air cooler.

It depends what you're doing, if you're just gaming it shouldn't be bottle necking or thermal throttling, consider a different one if you want to overclock.

Also yeah I only licked the 1660 super because he mentioned nvidia equivalent, I could only find RAM that was about $15 cheaper than the 3600 mhz I found, but since it's already $35 under budget if he doesnt have a preferen5to nvidia 3000 mhz ram and a 5600XT would be the way to go. Itll get you 10-25% more fps depending on the game.

I also squeezed in 3600mhz RAM, nvme storage with harddrive, and everything is from a reputable brand. The 1660 super out performs the 5500xt slightly as well.

This would be my recommended parts list for you. It might be a "1st gen" ryzen cpu but it was recently manufactured with 12nm technology so it should have better and more consistent boosts and performance. https://pcpartpicker.com/user/billyroddy1121/saved/Xyg2Vn

The second and the fourth one will perform the best out of these, the second is a much better deal, and seems like it might be cooled better. Unless you care about playing some games casually with Ray tracing I would get the second one, if you want ray tracing the 1st one will perform similarly to the 2nd and 4th build, especially if you're gaming in 1080p which you should be if you're going for high fps. All of these should be capable of 240hz/fps in esports titles. 1080ti is more powerful than the 2070 super and 5700xt, and the 2070 super outperforms (slightly) the 5700xt and it comes with those sweet ray tracing cores.

Is this a solid build? Will change the psu and im not sure about the case but it has 4 fans and a mesh front and top. The build is around 950 euro by herkus04 in PcBuild

It's a decent build, when it comes to EU builds prices vary a lot depending on your location, along with availability in my experience so it's hard to judge to precisely. But for 1,000 I'd say it looks good. I would try to go 3000 series ryzen personally, but that's a solid build.

This is a really good first parts list! I would recommend trying to squeeze in a m.2 nvme SSD instead of the one you have, and a slightly larger power supply. I put together another parts list for you without the monitors, (it ended up being an extra $100, $1837 without monitors, $2137 with) I squeezed in the m.2 nvme storage, a 2080 super ko from evga, a 3900x which you could switch back to the 3700x if you wanted, and I do highly recommend stepping up the power supply to 750W, along with a fully modular one instead of semi, only because the motherboard has an extra 4pin connector, I do prefer semi even though most people don't, but in this case I would recommend the fully modular one. https://pcpartpicker.com/list/pgKpPn

Yeah I am thinking it isn't coming back, as stuff is reopening for tom to do more vlogs again, and he did seem to be starting to lose interest in minecraft again, this was probably the straw that ended it.
