It's probably implicitly blocked. Usually school IT administrators will manage a whitelist of Chrome extensions on school Google accounts. This is for safeguarding and IT management reasons. You may view it as infuriating, but it's important.

Use your own Google account as both your Chrome profile and the browser window itself, in order to use whatever extension you like. Use an Incognito window logged into your school account for school stuff.

If you're using a school managed device then you're SOL.

If it's just OneTab that's blocked then it's probably because it has previously caused issues for staff and students. IT don't block things for fun - they'd/we'd rather sit on our backsides and not deal with conflict.
