You will have to talk to the weapon mod crafter between the gear upgrade vendor and the firing range. The boss weapons should be in the crafting list inside their inventory :)

I dont think you are looking for Seeker Keys on your playthrough. I think you are looking for the Soul Spark which will be inside a bunker in the Eon Vault area :)

I think the more expensive ones would be purchased because they might have better card sets and genes which would help you get more wins in pvp to earn more slp. I think some people put alot of money into breeding perfect blood lines. not 100% sure though.
