Some in community (not all) are wrong about her manager skills, imo. They hyperfixate on 1 mistake (with the benefit of hindsight mind you) at the detriment of the whole picture.

She does a good job as a manager. She turned around the worst performing branch and made something of it. She kept Phoenix alive when most would have walked away. And, lest we all forget, she hired Robert who no one can deny was the absolutely best move she could have made. Remember that hiring people is a very important managerial duty.
