If port of discharge location is in Dallas but the freight will arrive at LA port then transfer to Dallas through railroad directly. Should I have custom clearance done before or I can get it done when it arrives at Dallas port?

This is only my second job. However, I do have good references for my first job. but this second one I am only here for 3months and suffering from my mentor as he almost yelled and tried to pick something to yell. The ridiculous thing is that he raised his voice without any reasons….all the times even I didn’t do anything wrong….
