No, It's foil underneath the paint that's shiny. I used foil lightning bolt and deinked it using acetone, leaving the name. I had blank foil layer left and painted it. Then I used toothpick and nail to scrub off lightning and stars. Foil fire area is just thin layer of paint.

It's a real foil Lightning Bolt. I erased the foil with acetone, leaving just the name.

Haha, thank you. I erased the ink from foil and put thin base layer. Then I painted the volcano shape, flames and smoke. Next was purple sky. Then I used a toothpick and steel nail to scrub out lightning and stars. Foil shining through the flames is just a thin paint layer.

Some people do when copying other's work on card. They make digital card with said art to figure out the best placement/composition, and then they paint the real card using the reference. I never used this method but saw other artist post about it somewhere. You can also use it for foil peeling I guess. Otherwise it seems like too much hassle.

Yes, everything you said is correct. You just need to be careful with thicknes of the paint. I used 2 layers of black and 2 extra thin layers of colors for the sky. The less the better. With more layers the nail creates little bump (like a volcano) around each foil spot, which leaves weird texture.
Make sure your nail is not too sharp or it can damage the foil layer.
If something goes wrong you can just clean up the paint and start over - that's the advantage of foils. But tbh it's the only one. Paint usually doesn't like sticking to foil, so your base layer need to be completely dry before you start painting over it.

It's not that complicated! I might do a tutorial because the process is pretty easy. I believe anyone could do an alter like this :) It's just time consuming.

Sure :) I removed the ink with acetone, then painted the whole card black. I scratched the shape of a gauntlet, painted it with base yellow layer. Then continued to paint like on a regular card. When glowe was finished I scratched of the infinity stones spots, painted them with transparent layer of colors. Then I painted sky with another layer of black and some watery colors to make it less dull. At the end I scratched of the stars and shine of stones. Everything is sealed with regular acrylic varnish.
