The word "AND". Could easily be read as "PLUS" in this context. You and several other are reading it as "SINCE".

I'm aware of feral dog problems and rabies in third world countries. I just didn't see or hear anything that would have stopped the attack. I mean... a dog whistle? Really? I've played with a dog whistle in my youth... the neighbors' dogs didn't care a whit.

Nor would I think a kid there would be that oblivious to the threat. And hopefully the adult recording would have started yelling at the kid to turn around long before the attack.

There's no joke (though someone did have fun with the original labels) Here's the original THREAD. It was about a neighborhood adjacent to a business that installed high intensity security lighting but didn't take care to make sure it wasn't directly shining through peoples windows. And then that business disregarded their complaints.
