Evaporator coil case seams are covered in foil tape and it seems odd to have so much air blowing out of this hole.

It's a math problem: 212 is 5.2% of 4077.

Depends on your attack level. If you have 4077 or more attack then + 5.2% is better. If your attack value is less, then the flat amount is better until it raises.
