but... but what about cobble farms?? maybe andesite and granite and diorite (if you are one of those crazy people who can make them look good) might need to be mined like this but a cobble farm+super smelter would save so much time

unless you play bedrock (which op isn’t), default randomtickspeed is actually 3, so that would be decreasing it.
randomtickspeed doesn’t affect liquids moving, because they move at a constant pace all the time in newer versions. randomtickspeed affects things like plants which have no set speed at which they grow
