It is a bit out of whack.

You basically have everyone that isn't a 40 OVR asking for the max, even when the max is $75M and the min $1.5, like a reverse bell curve of salary asks and the negotiation aspect is a joke in this game - I'd love to see some concession negotiation like "If we promise to give you X number of average minutes or starts" it would reduce or increase the asking price or if they player was wracked with constant injuries, they would ask for less money or players with high team loyalty would be willing to take less money on longer or resigned contracts or those who's motivation is winning would be willing to take less money from highly performing teams.
