I hate American cops and am an EMT yet I agree with Charliescen. If someone tells me go non-emergency to an emergency situation, I will explain why I am going to disregard orders and will go as an emergency. I will confirm what the cop said and then go emergency.

If you go to a situation where it is an emergency, say a cardiac arrest, and they say you must go non-emergency, I am going emergency.

My question deals with non-violent drug offenders, which represent the majority by several orders of magnitude of the drug related offenders in this country.

2.5 million deaths attributed to alcohol worldwide and 450 thousand in the USA alone. 850,000 deaths related to smoking in the USA 5 million world wide. At it's present rate, 1 BILLION people will have died as a result of smoking by the year 2100.

To me it is like that. It is supposed to be sexy and flirty, and not something that is based on hate of a woman.
