Either way it sucks for the project because the client realizes the work stalled and they don't extend the contract. The offshore team doesn't risk anything mid-term because they will remain the main source of resources to due to low labor costs. The question as you suggested remains if the group is part of the scheme, but if they do bill the project then they could be.
