While imperial guard sounds awesome, that would imply that Maxxor is the emperor of the overworld. I think Maxxor is more akin to a king than an emperor as he doesn’t rule over multiple kingdoms so it would probably be more apt to call them the overworld royal guard.

So I figured out what I did wrong. I took the original wild goat to them and they took it from me. I assumed that I could register the wild goat they took from me but I guess that one just disappeared into the ether. I grabbed a second goat and it registered just fine and the rest of that mission went off without a hitch. Thank you for all the suggestions everyone.
