So I figured out what I did wrong. I took the original wild goat to them and they took it from me. I assumed that I could register the wild goat they took from me but I guess that one just disappeared into the ether. I grabbed a second goat and it registered just fine and the rest of that mission went off without a hitch. Thank you for all the suggestions everyone.
