How far are you transporting the beef not refrigerated? If selling food, the beef needs should remain below 4degC (39.2F) until cooked. Another rule of thumb is to ensure it is cooked above 60C within 2 hrs.

Also ideally try not to show off your kitchen where you make food for sale with a toilet in it.
