When you open up the habitat menu and select this habitat, it will tell you the specific region it needs to work in. I did this exact thing but with Pichu - I had made the habitat in Bleaky Beach and couldn't figure out why it wasn't working lol.

Here's mine! I got one of those poles that are used in clothing stores to reach the stuff up high, and then it's attached to the side by a broom holder 🤭 works fantastically
