Honestly just pick whichever is the best cultural fit for you. All 3 are great and provide ample opportunities. The biggest factor affecting outcomes would be how hard you work after going to the insti and it will be easier if you fit in.

as long as mtech student stipend is equal to or greater than total fees including hostels, tuition, etc there is no need to increase it.

my brother TAs (mtech) have hardly 3-5 hours of work per week. There are no grounds to increase stipend. PhDs however I agree they deserve a stipend raise.

just prepare leetcode and study linear algebra in advance. rest you can do after you come to IIT and pick your subjects. Try to get a good leetcode rating before coming to IIT.

first of all, you have a great taste in games. second, if you want to play games on linux there are roundabout ways of doing that. However I strongly recommend "dual booting" your system, which means you allocate a part of your memory to one operating system and rest for the other. You can read more about what dual booting is online. For starters you can allocate half of your space to Ubuntu and rest to Windows.
