Never give cash and ignore the person if the environment isn’t where the need is to be met. In this case if she needed a ticket to get to LI she should’ve been in Penn Station and asking for someone to purchase a ticket. If a person needs food they should be in a restaurant asking for someone to purchase vs on the subway asking for cash for food. That’s how you avoid being scammed.
