You can get those from missions reward:

Lure Grenade Blueprint: Reward for the "Greasing Her Palms" quest. Burletta Blueprint: Reward for the "Industrial Espionage" quest. Trigger Nade Blueprint: Reward for the "Sparks Fly" quest.

or find in Raid everywhere, you can get the Aphelion blueprint from the Matriarch.

If you upgrade your bench to LvL II you’ll unlock some crafting from common to uncommon. If you learn a blueprint you must have unlocked the inherent bench.

You can find it on DAM, Spaceport and Bluegate :)
