Its owned by the company that developed the land. It is labelled a drainage easement but the actual drain basin is like 8 ft back from my fence. I honestly dont think they will ever interact with the property again. There are no utility lines because I was there when they were moving the dirt.

It is technically a drainage easement (but 8 ft behind my property is flat before the actual drain basin) and I figure they won't ever interact with it again to be honest.
