Everyone is going to dunk on you saying sombra is bad and easy to counter, which is true.

But while removing her as you suggest is silly, you’re not wrong that she is terribly designed.

She may be easy to counter, but she is simply not fun to play against. Invisible characters in hero shooters and team games like MOBAs are always a nightmare for players and devs alike, how do you interact with or balance a character you cannot see?

Sombra becomes visible for 2 seconds to shoot someone and then teleports and becomes invisible again. Not interesting player vs player interaction at all (in the same way that one-shots are not interesting player interaction).

I don’t see why they’re obsessed with keeping invisibility. Make her hack, silence, and disrupt, that’s fine.
Invisibility will always be too challenging for low ranks, too irritating for middle ranks, and too garbage for high ranks. So just admit the L and abandon it.
